“The Convention on Biological Diversity (CBD), in its Article 8(j) and related provisions, its Nagoya and Cartagena Protocols, as well as the Kunming–Montreal Global Biodiversity Framework, recognize the roles, rights, and contributions of Indigenous Peoples and local communities.
The review of the effectiveness of the CBD and its Protocols, particularly the Nagoya Protocol, must ensure the full and effective participation of Indigenous Peoples and local communities.
The IIFB suggests that the CBD Executive Secretary provide capacity-building and technical support to Indigenous Peoples and local communities in the preparatory process for CBD meetings, including registration, advance submission of statements, and access to meeting documentation and content.
The IIFB emphasizes the need to respect the rights of Indigenous Peoples and local communities to full and effective participation in CBD and Protocol meetings, maintaining opportunities to intervene in plenary sessions, contact groups, and other relevant spaces.
The IIFB calls on Parties and other donors to increase their contributions to the voluntary funding mechanism (Voluntary Trust Fund) in order to facilitate the participation of Indigenous Peoples and local communities in the work of the Convention on Biological Diversity and its Protocols.
The IIFB underscores the importance of effectiveness and notes that it must strengthen, not weaken, the recognition of the roles, rights, and contributions of Indigenous Peoples and local communities within the Convention and its Protocols.
Specific textual proposals are contained in the statement submitted by the IIFB to the Secretariat in accordance with established procedures.
