
The resumed session of COP16.2 was held in Rome from 25 to 27 February 2025 to address outstanding agenda items essential to the effective implementation of the Kunming-Montreal Global Biodiversity Framework (KMGBF).
Building on the progress made in Cali, the International Indogenous Forum on Biodiversity (IIFB) engaged actively in the negotiations, advocating for the full and effective participation of Indigenous Peoples and local communities from all seven socio-cultural regions in intersessional processes as key decision-makers in biodiversity governance.
In preparation for the session, the IIFB consolidated joint positions on three priority agenda items: Item 10: Planning, monitoring, reporting, and review; Item 11: Resource mobilization and financial mechanisms, and Item 14: Digital sequence information on genetic resources (DSI).
IIFB made significant contributions to achieve the following decisions:
What was achieved?
- The adoption of headline indicators on land tenure and land use in Indigenous territories under Target 22 stands as a historic milestone, reinforcing international recognition of the rights, knowledge, and contributions of Indigenous Peoples to biodiversity conservation.
- The approval of a resource mobilization strategy aiming to secure at least USD 200 billion annually by 2030. The IIFB emphasizes the importance of ensuring direct access to funding for Indigenous-led initiatives.
- The launch of the Cali Fund for the fair and equitable sharing of benefits derived from the use of DSI—and the decision to allocate a minimum of 50% of its resources to the self-determined priorities of Indigenous Peoples and local communities—marks a landmark achievement in the pursuit of equity and justice. The inclusion of Indigenous Peoples and local communities’ representatives from all socio-cultural regions in the fund’s governance structure reaffirms our rightful place in shaping the future of biodiversity.
